1. General Information

These Guidelines for Law Enforcement describe how authorized government and law-enforcement authorities may submit lawful requests to KIVO.BY ("KIVO").

KIVO reviews requests in accordance with applicable law, available data, and internal procedures.

2. Requirements for Requests

  • Requests must be submitted by an authorized public authority
  • Requests must identify the legal basis, scope, and purpose of the request
  • Requests should contain sufficient identifiers to locate the relevant account or data

3. Scope of Review

KIVO may review each request for formal validity, legal sufficiency, jurisdiction, proportionality, and technical feasibility.

Incomplete, overly broad, or legally deficient requests may be rejected, narrowed, or returned for clarification.

4. Emergency Requests

In exceptional circumstances involving an imminent risk of death, serious bodily harm, or a comparable emergency, authorities may clearly mark the request as urgent.

Emergency handling does not guarantee disclosure; KIVO will assess the request under applicable law and available information.

5. User Data and Confidentiality

KIVO discloses only the data it is legally permitted and technically able to provide.

  • Not all requested information may exist or be available
  • KIVO may preserve records where legally required or reasonably necessary
  • KIVO may seek to protect user rights, platform security, and confidential business information

6. Submission Channel

Official requests and follow-up correspondence should be sent through authorized channels or to: support@kivo.by

KIVO may require additional verification of authority before taking action on a request.

7. Reservation of Rights

KIVO reserves the right to challenge, reject, limit, or defer requests that do not satisfy applicable legal or procedural requirements.
